Where PS2 games bad?

For years I thought I was a bad gamer, to be honest I know I'm not great, I could never get past the first few missions or levels in any games, and I could never beat a boss or complete any game. EVER
Now just to clarify I was 9 when the PS2 released but I didn't get one until I was about 11-12, but I always struggled. Recently I brought GTA3 on the PS4 and once again I've done a couple of missions (up to the boat infiltration mission) and now I'm stuck again. I know that it was a technical achievement for its time and Rockstar are always pushing the limitations of what a game can do but lets be honest looking back at it now the game is impossible. The controls are a nightmare, the gunplay is atrocious and driving feels like ice-skating. I'm not saying its a piece of trash I get how loved it is but go back and play it and you'll see what I mean.

I know this was a time before standardised control systems where a thing, so not every game yet used L2 to aim and R2 to shoot, and it truly was an experimental time for game makers where the new capabilities of the consoles and the size of the discs allowed them to push what was possible in games. But did they push too far, where games harder because they where to concerned with if they could, they didn't think to see if they should. Camera control where also not a standard at this point yet either so maybe they where just harder because simple things we take for granted like aiming, walking and seeing where harder for us to do back then.

Think about it, how many games did you complete on the PS2? and if you did how much of it did you really enjoy, don't get me wrong not all games where bad because they where
hard, like Metal Gear Solid 2 I remember being excellent, even if it was Raiden instead of Snake. But there are many classics of the day which I don't think I will ever get the hang of: Tomb Raider, Silent Hills, Devil May Cry, GTA
Maybe I'm wrong maybe games today are just to pandering, made to easy to reach a wider audience, or maybe I actually do just suck at games
